Argentine Foreign Minister Pablo Quirno has issued a stark warning that the United Nations risks becoming “irrelevant” if it fails to adapt to the current global landscape. Speaking before the UN Security Council in New York, Quirno advocated for an “austere, efficient, and useful” United Nations, while simultaneously promoting the candidacy of Rafael Grossi, the head of the International Atomic Energy Agency, for the position of Secretary-General.

The session, convened by the People’s Republic of China during its May presidency of the Security Council, brought together over one hundred member states under the theme “Defending the Purposes and Principles of the Charter of the United Nations.” This discussion occurs amidst significant criticism of the UN from the Donald Trump administration, which has threatened to reduce funding.

Quirno emphasized that the legitimacy of the United Nations stems from its capacity to maintain peace and provide solutions where individual state actions are insufficient. “When this capacity weakens, the organization loses authority, distances itself from the realities facing states, and begins to dilute the relevance that gave meaning to its creation,” he stated.

Global Tensions and Bureaucratic Challenges

The Foreign Minister highlighted the escalating geopolitical tensions, multiplying conflicts, and advancing transnational threats as key challenges facing the international community. He cited the recent situation in the Strait of Hormuz in the Middle East as an example of how a slow, bureaucratic, and detached organization can be overwhelmed by events.

“In this context, Argentina proposes moving towards a multilateralism that works, a multilateralism that respects the sovereignty of states, manages its resources responsibly, is accountable, and concentrates its energy on concrete mandates,” Quirno asserted. He added that “rhetoric without impact erodes confidence and makes leadership impossible.”

Call for Reform and Efficiency

Quirno, representing the administration of President Javier Milei, called for the organization to regain its focus by reviewing overlapping mandates, redundant structures, targets that are repeatedly postponed without results, and agendas disconnected from reality. He also stressed the need to strengthen the Security Council’s representativeness and effectiveness.

Argentina supports reforms aimed at expanding the non-permanent membership of the Council and enhancing its capacity to react while preserving its primary responsibilities as outlined in the Charter.

Supporting Rafael Grossi

The Foreign Minister seized the opportunity to champion Rafael Grossi’s bid for Secretary-General. Quirno argued that the selection process should be guided by merit, experience, independence, and proven management capabilities, while also acknowledging the importance of geographic rotation, as Latin America is traditionally considered for the post. Former Chilean President Michelle Bachelet is also reportedly a candidate.

Quirno stated that the UN requires leadership with technical authority, political solvency, and a results-oriented approach to restore the “soul and prestige” of an organization that needs to reconnect with its purpose. He reiterated Argentina’s vision for a United Nations that is “more austere, more efficient, and more useful,” warning that its future depends on its ability to once again be a reference point for peace, law, and concrete action in addressing contemporary challenges. Failure to do so, he cautioned, would lead to the UN becoming “completely irrelevant in a world that has already changed.”
