Furthermore, Hamer suggests that it is not always necessary to investigate a specific individual after a report. In some cases, a culture investigation or mediation might be more appropriate. She believes that investigator training should include a basic curriculum with subsequent specializations. Mandatory continuing education would also be necessary for investigators to maintain their registration.

Hamer also supports the establishment of a new organization responsible for oversight and the imposition of sanctions. Currently, investigative agencies are overseen by the police leadership and Justis, the agency responsible for screening individuals and issuing conduct certificates. However, Hamer contends that these entities lack the necessary capacity and expertise.

This new oversight organization should also include a complaints committee to which all investigative agencies would be affiliated, according to the government commissioner. “If you believe something is going wrong in an investigation, you should be able to turn to an expert and independent external complaints committee.”

The issues are not confined to individual-focused investigations, Hamer noted. For instance, she stated that there are also hardly any quality requirements for culture investigations. Consequently, she believes a dedicated industry body for culture investigations is needed.
