New evidence continues to emerge in the case against Alberto Rubén Santarceri, the 57-year-old businessman identified as the owner and manager of the "Argentina Salud" clinic. This medical facility, located in González Catán, La Matanza, has been operating under irregular circumstances. Investigators, pursuing charges of alleged illicit association, illegal practice of medicine, illegal sale of medications, and usurpation of titles, recently uncovered a significant quantity of medical stamps concealed within a suitcase. The suitcase was found in the trunk of the car belonging to the primary suspect's father.
This latest discovery, made on Thursday, builds upon prior findings. Earlier raids conducted across various locations in La Matanza and the southern Buenos Aires suburbs had already yielded numerous falsified seals, according to reports from Clarin Deportes. The ongoing investigation has also implicated other members of Santarceri's family, including his wife and two sons.
Origin of the Investigation
The inquiry into "Argentina Salud" was triggered by a complaint from Romina Neira, a physician. In December 2025, a colleague alerted her that her professional seal was appearing on medical certificates that were under investigation by a prosecutor in La Matanza. These documents inaccurately presented her as a "clinical physician." Neira, an aesthetic physician who had no professional ties to La Matanza, requested the certificates via WhatsApp. Upon reviewing them, she confirmed that her seal and identity had been forged, identifying "Argentina Salud" as the responsible clinic.
Neira initially attempted to contact the clinic directly. In an interview with Clarín, she detailed sending a registered letter to which Alberto Santarceri, identified as the coordinator, responded. Santarceri reportedly denied that anyone with Neira's name had worked at the clinic but assured her that an internal investigation would be launched. However, Neira stated she received no further communication until the recent developments in the case.
Operational Irregularities Uncovered
The ongoing investigation has revealed substantial irregularities. At least 50 medical seals were reportedly falsified and used to issue fraudulent medical certificates at the clinic, which operated without proper authorization. As the investigation has progressed, it has become apparent that the personal data of legitimate physicians was allegedly sourced from the internet to facilitate these illicit activities.
The "Argentina Salud" clinic in González Catán, believed to be the hub of a network of individuals posing as doctors, has since been raided and closed down. Further inquiries also indicated that a Cuban citizen, whose documentation was still pending, was working at the San Justo branch, presenting themselves as a medical professional. This individual was reportedly found to have kept a falsified professional medical seal in their desk drawer.
Concerns were also raised regarding the clinic’s operational practices. Doctors reportedly avoided using computers, thereby circumventing the creation of digital consultation records. Instead, they relied exclusively on handwritten prescriptions and, in some instances, dispensed medications directly from their desk drawers, as noted in the filed complaints.
Scope of the Operation
The Prosecutor's Office No. 1 of Laferrere, under the direction of prosecutor Fernando Garate, is overseeing the extensive case. Their investigation has uncovered that "Argentina Salud" maintained multiple branches across various areas within La Matanza. These included one in Virrey del Pino, two in González Catán, and an additional two in San Justo. These facilities allegedly offered 24-hour services across all medical specialties.
The clinic also reportedly established partnerships with local educational institutions, such as the Teresa de Calcuta School. Parents of students at this school were said to be paying 60,000 pesos monthly for a medical insurance plan. This plan stipulated that in the event of a student emergency, they would be transported to the González Catán facility for treatment.
Recent Disturbances and Arrests
On Tuesday, as police officers were affixing a closure notice to one of the González Catán branches, disturbances erupted. Local residents gathered at the site, throwing stones, which necessitated intervention by the police. Reports suggest that this unrest was fueled by a complaint related to the death of a man on January 4th. He had reportedly suffered cardiac arrest after arriving at the clinic on the same day, complaining of chest pains.
To date, 29 individuals have been apprehended in connection with the investigation, although 18 of them have since been released. Authorities have confiscated more than 200 professional health seals, retrieved 3,200 patient records, and seized medications and medical supplies with an estimated value of 80 million pesos.
What remains unclear
While the investigation has yielded significant findings, the full extent of the fraudulent network and the precise roles of all individuals involved continue to be pieced together. The exact number of patients affected by these irregular medical practices and the long-term health consequences for those treated at "Argentina Salud" are still under assessment.
